Margaret Elizabeth "Peggy" Carter was one of the most prominent agents of the [[Strategic Scientific Reserve]] (SSR) during and after [[World War II]]. Originally a code-breaker working at Bletchley Park, she joined the Special Operations Executive following her brother's death.

She later joined the Strategic Scientific Reserve (SSR), an Allied deep science agency formed to fight against HYDRA.

On an undercover mission in Germany she saved Professor [[Abraham Erskine]] from the villainous [[Johann Schmidt]]. The success of her mission enabled the SSR to start Project Rebirth, an effort to develop the [[Super Soldier]] program.

During the project she met and befriended the frail [[Steve Rogers]], the US Army soldier and arguably the first superhero. She would join the [[Howling Commandos]] as an intelligence and espionage specialist, then later serve in the same capacity with the [[Defenders]].

Peggy Carter would become the first director of the NATO agency known as [[SHIELD]] in 1949, and serve in that capacity for nearly thirty years. With her steady hand at the helm, she turned SHIELD into a global force for good and fought off many attempts to subvert or disband that organization by making it indispensible to the NATO countries.

In 1979, she retired from service. Peggy Carter passed away in 2017, a few months after learning that her old friend Captain America had returned to active service once more.
