I think Strength needs to be re-evaluated. I very much doubt Fisk has over 1000 foot soldiers. The Mafia at the height of operations only had 3,000 spread across both coasts.

Do we want to make Influence a percentage or a statistic? If it's a percentage of control of crime in an area, then the numbers for any given borough cannot exceed 100%. This would need to be cross-refernced for each city/borough and tracked by hand.

We could argue that the patrolling vigilante claims a certain percentage of Influence in the area. Batman claims 5% of all boroughs in Gotham. Anya claims 10% of influence in Chicago.

I would say Strength could be a number tied to the overall criminal enterprise. Could reflect troop numbers or overall *cash* value of their criminal enterprise. If Riddler owns cybercrime in New York, then he arguably has a higher strength than the scattered Latin Kings would.
