Players can make use of most villains for one shot scenes without a request, as long as you're sure to leave them in roughly the same condition as when you found them. Death or permanent changes of personality are generally not acceptable outcomes. If you use a NPC villain in a scene, they must be tagged on the wiki in the log and a short one-sentence summary should be appended to their wiki page. Major events such as killing prominent villains, villains turning to good, or long-term plots involving many scenes and multiple arcs, should get mentioned to theme staff to help avoid continuity snarls. Villains who are classically master plotters such as Joker, R'as Al Ghul, or Mr. Sinister, should not be used casually for pick-up scenes.

Plots that affect specifically you, or a handful of associated players, don't require approval. Plots that would affect other players, make significant economic or social impact, or which affect an entire team/group, require pre-approval and discussion. Essentially, if other players cannot ignore the events of your plot or the consequences, it should be run through Staff as soon as possible.
