The 2006 Mutant Relocation Act moved thousands of displaced mutants and metahumans into Harlem. 'Temporary' processing was established at the East River Plaza, which swiftly turned into a sprawling refugee slum. Ten years later, it is still only partially converted into permanent tenement housing.
