The ARP is a directive issued by the Executive Branch to the Department of Extranormal Operations and Immigration and Customs Enforcement.

Individuals without a recognized country of origin attempting to claim temporary residence in the United States may apply for a special H1-B skilled labor visa. These visas must be applied for on behalf of the visitor by a designated "responsible party" and renewed yearly. Responsible parties are organizations that specifically recruit metahumans and alien visitors, and may include private corporations, government organizations, and individuals willing to pay the somewhat hefty fees for registration.

A special exemption is made for aliens who come to Earth and claim refugee status. Asylum can be granted to a refugee at any time if they show that deportation would result in them being a victim of domestic or ethnic violence that would result in suffering or death.
